Sometimes, when I click a page, my forum notifications are at 439. Also, when someone posted on one of my bookmarks, the notification number didn’t change. Also, now it’s at 442.

Vanilla forum notifications can definitely be a bit funky! Try clearing out your notifications first: hit your name on the top menu bar, and then go to your notifications tab. This may take a little while to load but should clear out your number and will hopefully deal with any discrepancies. I just tried it and it worked for me, so give it a go - hopefully it’ll help you, too, and if not, it’ll be clearer to track what’s coming through or not coming through with a low count.
