The issue isn’t whether to block or not, people who have the ability to block know when a block is appropriate, and with spammers, blacklisting their spam is often much more effective than blocking. I think Mr. H is trying to remind us we need to revert edits like the example, and to notify an admin if someone is gaming the system with multiple edits. The edit he referred to was marked as patrolled, and it takes a little detective work and luck to find them after they are patrolled, so people need to be aware of those edits. Some of the newer contributors may not remember our spam-hunting giant, King Peter, who relentlessly hunted down all kinds of spammers with a passion, but he isn’t active of late.
