I click “Guided Editor” at the top, but the page simply resets and stays in the Advanced Editor. Is this just a bug?
If there are sections in an article, the Guided Editor is unavailable as it has no way to handle multiple sections. In this case, the Advanced Editor is the default and cannot be over-ridden.
Is there any way to delete my sections and then have the Guided Editor work?
Yes. Remove the section headings and put all the steps in one clump. You can still write the article as if it had sections, then add the section headings after you are finished editing. For now, I put the existing headings inside html comment tags and was able to switch to Guided Editing mode. When you are through, remove the < !-- and the – > from each heading. Feel free to leave a message on my talk page if you need additional help with this.

Quite often,I just allow the hash tag in front of the section code. Then, all it have to do is delete it when I am ready.
Great idea, @Ttrimm
