I was wondering why there are pictures in the Recent Changes when we have a Quality Guardian for that. It seems that if there is a tool for patrolling pictures, there is no need to patrol them again in the RC.

I think that RC is the basic layer of protection that keeps away vandalism, spam, and other nonsense. QG is another layer of protection that specifically looks out for the quality of pictures. It’s just a second shot at making sure a photo is perfect for an article. I was never entirely clear on that; that’s just my opinion.
