I want to know if the following note is a template: “I just chose your article on [[article]] to be a Rising Star. That means it is one of the best new articles on wikiHow. Congratulations, and thanks for the great contribution!” Everyone leaves this note when giving a User a Rising Star on a new article they did a good job on, so it looks like a template. But is it a template or personalized note given by Boosters in NAB? Please help with this. Thank you.
It is a message that is automatically sent when a Booster checks the Rising Star checkbox in the "action’ subsection. So yes, it could be considered a template, but not really.

It is an automated template that boosters use when they believe an article in question they are reviewing inNAB is rising star material. When a rising star template is used, the automated message not only goes onto the person’s talk page, but also on the discussion page at the same time, AND the Rising Star RSS Feed, which are all automatic. Rising star templates are basically only used by boosters IN NAB; not used by anyone. If anyone wishes to give out a congrats to another person, they can sift through http://www.wikihow.com/Category:Award-Templates

yes it does. patrolling doesn’t change anything unless you edit or revert it.
It’s “Mark as Patrolled” in the Take Action section of New Article Boost.
