I’ll start with, even if the article is months old, it’s OK to give it a Rising Star. It is my belief that the powers that be use that list for FA ideas (my belief, not fact). Also, it makes the editor feel good.

Yes! Please do give Rising Stars! If an author did a good job on an article it is still a great thing to give them recognition for that

Mines… It’s OK not to hyperventilate over the overall count
I was severely impressed about the community coming together over the summer regarding the Rally to Raise Quality project and we knocked down a lotof low-quality mishaps in articles that was created over the past few months. With people going back to school, it’s also very understandable that some regulars aren’t available (as much) and other editors have their own ways of boosting up articles without actually being in the NAB list. Like said in the other thread, this isn’t the first time in wikiHow history a huge “blackhole” was fixed in NAB. Thirdly, new people have been promoted to NAB status over the summer - also meaning more variety in what people desire to boost based upon their “likes”, knowledge, etc. Keep up the good work wikiHow and let’s drive 'em down =]
Although I’m not an NAB (just yet), I can back up Ttrimm’s “Also it makes the editor feel good.” There were many a-times when some of my articles had some decent information. I feel like I’m actually a valuable member of a team, and not just a name/number. I do thank everybody who does NAB and gives Rising Stars.

Trying to get a feel for the length of time we are talking about. I’m editing at about the 5000 level and it was written in late February.
