OK, I’ve taken a stab at what we’ve been talking about. http://www.wikihow.com/wikiHow:Policy-Proposals/NFD-Policy
Basically I’ve taken the two existing paragraphs and split them by adding Rescue and Vandalism information between. The two original paragraphs only have minor modifications for clarity. This also has the effect of clearly identifying a role and process for rescuing NFD’s as part of the deletion policy. I hope this will help the new users sometimes react negatively to NFD’s thinking there was no hope for their article. Here’s the original for clarification. I’d also suggest a new section in the Admin Notice Board for NFD Reviews. Feedback?
I really like what Krystle had clarified by adding into the deletion policy… Krystle [had] said on or about 2010-12-01 this (with the ‘If you are unsure…’ add-in by Writelf):

Hey Mel, thanks for posting this. I think this is a step much, much closer to consensus. I’m a little unclear though as to whether you were pitching this as an unchangeable official policy draft, like in step two of the formal process
, or if we’re still in the discussion phase? From the old forums it seemed like we were still sorting out a lot of ideas, and I’m a bit apprehensive about doing a formal policy vote until the forum transition is complete.

Here’s some NFD Tag trivia… I was working with an omission in the NFD template and found that if you enter {{nfd|tag}} on a User Talk page it will insert the following:
