I am not sure what to do when patrolling user talks. I mean I know that one has to make sure it’s not profane, but when I see a chain of short comments that aren’t really profane, but not all that meaningful, I am not sure what to do.
You can simply mark those as patrol. You could, if they’re doing it a lot, send a {{chat}} message to each of them to let them know that chatting excessively on wH creates excessive work for us patrollers and is better taken to another source, like Facebook or IRC
And what is a {{chat}}?
Anyways, on the same topic, what are those {{ }}? I see them pretty often, but am not sure about the function.

{{ }} is the format for a template. {{chat}} sends a premade message attempting to steer the user away from excessive chatting.
