The spam blacklist does not seem to stop spam from being added to new articles from the article creator. I was stopped by it during RC patrol and blanking a copyvio, and I have evidence via this diff
of the spam blacklist circumvention.

The Spam Blacklist does prevent the Article Creator from publishing anything with blacklisted links. I just checked and confirmed it’s working as intended. This link in question just wasn’t on the Blacklist at the time the article was written; it was added 2 hours ago, meaning it was on the list by the time you edited.
