@Ron-D The only potential location I can think of is a sub-category under “Living Overseas” (which is in Travel). WDYT?

@Maluniu , that sounds fine with me. The other place would be a sub category of Legal Matters; but in thinking about it, I think your suggestion of Living Overseas is probably better. One reason to make this a subcategory is for the non english wikihow sites; where some volunteers overseas wanted to try to translate these.
