Is there a difference between “Vote” vs “Thumbs Up” or are they the same?
If not the same, where do I find Thumbs Up (to give one)?

I’m not sure if I am understanding your question, but you can give an edit a “Thumbs Up” in RC Patrol. Its basically for if there is an edit you want to congratulate the editor for.

Ah, you mean the “Helpful”/“Not Helpful” thing? I wasn’t aware that that’s called “Vote”. In that case, the “Votes” are for saying a particular tip, warning, or answer is helpful or not helpful, while a “Thumbs Up” is given to a useful edit on an article in Recent Changes Patrol.
