The middle and endgame sections leave a lot to be desired. Which form of government is better? How do you advance science? It is 1984, and I am still relying on cavalry. What am I doing wrong?

I usually go for Communism because it lowers corruption. Fascism could be good because of worker efficiency. Try increasing science funding and playing a scientific civ like Germany.
