    Actually these IP Lookup providers like this one also iplocation.io, they are using the geolocation databases. To get the location of the IP. But their accuracy is in countries outside the US and Europe the accuracy for the city level 25mile/40km radius is around 55%. So they only provide you an estimated location. The ISP has the exact location of the users. But due to privacy, they will not give it to you, with the help of police of if the court allows you, then the ISP can provide you the location of IP.
