    Confront the guy and tell him that you don't appreciate his rudeness and that you uncomfortable when he stares at you. If he persists tell the principal, school counselor and/or your parents. You have a right to feel comfortable at school but let them work out why he is doing it (it could just be he doesn't know that staring is not appropriate, for example) and how to fix it.

    Just ignore such people, or confront them, because if you do, you can find out why. And the person might not even have an answer to why, they were laughing at you. If they don’t, then tell them, “if you don’t have a reason to stare at me, then don’t”. Or if they do, or if they say there was something on your face, say “if there was something on my face, you should’ve just told me because laughing is rude”.
