Unfortunately, what you're trying to do isn't possible (at least, not in this dimension!). Lowering an image's size inherently means that you're lowering the picture's quality.

I want to enter an image into a competition. It has to be 72dpi and betwen 1-3 MB. When I do all this in Photoshop it looks good but when I save the image it is only 570kb. What am I doing wrong?

Just increase the resolution until the file size is where you need it to be.
