If you just want to sketch or doodle I suggest you use sketch paper or computer printing paper. If you want to actually try your best and make a detailed, realistic eye with color, then you can use a drawing paper like the Strathmore Series 400. You can also use Stonehenge paper if you want to spend a bit more money. Stonehenge is great for drawings with dark colors.

Can I draw an eye with any type of colored pencils?

Yes, as long as they're of good quality. Your colored pencils should have a rich, vibrant color. If you're a beginner, you could grab a pack of Faber Castell, which are available in different quantities, i.e. 12, 24, 36, 48, and more. The most ideal would be a pack of 24 or above. You could also opt for the other stuff like Staedtler, Prismacolor (usually used by professionals and may also cost a lot), or Caran D'Ache (also used by professionals and expensive). I'm not so sure how Crayola works, but it is not that good at blending. So overall, I would recommend you use Faber Castell.
