    Epilators miss a lot of hair and can just cut hair instead of unrooting it, plus, you cannot epilate further up your leg cause the pain in unbearable, even for people who epilate for years and have never tried another method of hair removal. Personally I would suggest waxing. It almost never misses a hair, it's quick, almost painless and removes hair from the root.
