Often there are adequate protections against it, whether that be claiming plugins or hiding your base, but it is allowed if you manage. Second, sometimes people are jerks, and griefing is a popular form of revenge. Third, some people have YouTube channels and grief for attention, and even without a channel, they love attention, even if it's infamy and hatred. Fourth, people sometimes just get bored and decide griefing is a great way to liven things up.

Generally developers don't make clients specifically for griefing. Fast place and auto clickers can help; so will speed hacks. Speed hacks are generally found in PvP hack clients. X-Ray is a mod on its own, but it is also in Wurst. It will help you obtain lava, water, or ores needed for griefing (redstone).

A good one would be to rig their door with the piston trap, which involves using pistons to open the floor on his door so he will fall somewhere, typically a pit of lava, an obsidian/bedrock room, or a cave full of mobs (preferably skeletons).
