Will the phone numbers I call show up on my cell bill?

No, they won't. Google Hangouts doesn't call people from your mobile number. It calls from a number that shows up as "No Caller ID." Some numbers require you to put in your number though, which might show up on your cell bill.

You should have those videos in your Gallery. If you want to share those downloaded videos with a particular person through Chat, then go to the camera icon -- from there you can square videos. I am not sure if you can share audios on Hangouts.

How do I answer a Google+ call?

You can only call in Hangouts not in Google plus. In Hangouts, you have to open that app then click on the person you want to call. After that, you have to click on the video call icon and start to call. For voice calls you have to click on the call icon just on the left side of the video call option.

Can I form breakout sessions during my Google Hangout and bring them all back after a certain amount of time?

There are no breakout rooms in the Google Hangouts call. You can you Google Meet instead! They have breakout rooms but students can't ask for help. At the current time of 2020, Zoom is the best meeting app to use if you need breakout rooms.
