    My guess is that you used polymeric sand in the paver joints. If so, it's most likely that the sand was not completely rinsed off, causing it to dry hard onto the paver surface. You should scrub them in order to remove that sand. Sealing over them without the removal step will unfortunately give you an unsatisfactory result.

    I had this same problem the first time I sealed my pavers. This is a natural occurrence when a sealer is applied over pavers with moisture in them. You will now have to do a good stripping job (perhaps with muriatic acid) to remove that. Time that process in conjunction with dry weather over several days. This will give you the time needed for them to totally dry. Then seal away!

    A paver sealer can absolutely be removed from the pavers. However, using a stripper is typically a last resort. If your sealer is solvent based, you can most likely fix your issue with xylene. Xylol will "melt" the existing sealer back into a liquid and allow it to set back up (re-emulsify). A water-based sealer would need a stripper or just wait the 3-4 years for it to wear off.
