There is technically no limit. There can only be up to 50 explorers, and 100 permanent residents, so as long as you don't exceed that number, you can have as many as you want.

You can quit without saving if the game hasn't been saved since she did that. Otherwise, you could simply create the Mii again, but its parents would not be recognised. Your only other option would be to wait for the parents to have another baby.

When the baby is born, you will get a phone call from one of the parents, which will pop up when you are viewing your town map. The baby will typically take 2-4 days to be born so you just have to be patient. If you have said yes to having a baby, one is guaranteed.
