At this point if your using a laptop, it would be cheaper to buy a new laptop rather then worry about fixing your old one. A fried screen can have many culprits, and fixing one thing could just lead to more problems!

Laptop screens connect to the motherboard using a ribbon connector, this is not a standard connecter that you may be used to. To potentially connect the screen to another computer, you would have to wire the connections yourself. This would include building the working inverter and video ports, whilst entirely possible if you are able to do such a thing, it is not entirely feasible, and could potentially be dangerous to do so if inexperienced. I would recommend to just purchase a monitor designed for the purpose.

No. You are removing the screen from the computer. Just like if you removed the screen from an iPad, it wouldn't work. If you want a laptop you can use like an iPad, you'll need a convertible or 2-in-1 laptop.
