Install FileZilla and enter the IP address of your new FTP server in the Host. Then, put your username and password in and hit "Quick Connect." If you receive a message saying your connection was refused, make sure you have list=YES set in the vsftpd.conf file.

FTP server I want to transfer a file but it keeps saying this: (Status: Waiting to retry... Status: Connecting to address... Status:Connection attempt failed with "ECONNREFUSED). Advice?

This error usually occurs when your FTP access request not reaching to FTP server. Make sure server IP, check firewall if any block to your IP or FTP ports, turn off firewall if you are accessing from Windows OS, try to connect without adding the port number in FileZilla etc.

There is no such thing. If you have an Ubuntu OS, then you can build the FTP server. It will matter when there is a large number of simultaneous FTP access to a single server.
