    The waterproof makeup will always smear off with oils because oil breaks down makeup! If you wash your face, try using a very soft towel to reduce peeling up more skin. You could also wash your face using toilet paper instead of a towel to avoid rough textures altogether. Try finding a heavy moisturizer and apply a generous coat twice a day, once in the morning and once at night.
