It is an old 'trick' used to prevent the heat from spreading too much on the pot itself but also helps to keep the bottom heated, as salt and sand both absorb heat. Unlike sugar, it stays in its same solid form as tiny, natural crystals. This way is certainly not necessary, but if your cake frequently doesn't cook evenly it can help to bake it more evenly. Another benefit is that if you use 'old' pots, more like pots covered with a certain material and print, this method prevents damage to such cooking gear.
