Sometimes if I use my mouse, it keeps going down and scrolling down and I cannot control it. I don't even have the scrolling part on.

Your PC may be hacked. Consider Backing Up your things and reinstalling. If it is that bad, buy an External Hard Drive the same size as your current Internal Drive and Boot from Windows Installation Media, press F10+shift. Then, in CMD, type "COPY C:\ X:\" where x is the drive letter, then reinstall windows, then, recover your stuff.
