    There is a chance that your photos were offloaded to iCloud. In this case, you will need to open them in full resolution while on Wi-Fi to trigger the download. To check if you have iCloud Photo Library enabled, go to Settings > Photos and see if iCloud Photo Library is ON and you have 'Optimize storage' selected.

If you want photo's to be upsized, copy the photo from your iPad and then paste it to your PC. Next, go to a website that will upsize your photo and then use the website to upsize your photo. But if you are saying about the picture not displaying on any large screens, you can change the resolution through the camera app.
