    You are supposed to tip it upside-down after coating it with paint (step five) until it drains. Then stand it upright for a while until all the remaining paint has settled at the bottom of the jar. The streaking will not be a problem then.

    Acrylic is a water-based color medium. While it will blend very well into the mod podge, it doesn't actually "stain" as much as the food dye. It also might melt or dissolve when washed.

    No. People just rave about chalk paint because it's got great adhesion and powder sands, which makes things easy, but if you abrade the glass, you can use a good acrylic hard dry paint. Other options would be to abrade glass and use a good adhesion primer like STIX from INSL-X and then top coat with any paint after.

    You could try buying a quart of 100% acrylic hard dry paint -- make sure its a neutral base so you can get the color you want. That could work as a replacement for the "Mod Podge". You could also spray it with a clear matte finish, but if your color is a dark or deep color, you might find that this gives it a cloudy look.

    I'm not sure what you're using as the vehicle for your, tints but it probably has traces of white in it. You can use a 100% acrylic hard dry paint or and good paint that is non-blocking as your vehicle. Make sure you ask for a neutral base, which basically is just the resin of the paint with no titanium dioxide (white) in it. Neutral base is used for all ultra deep colors like black, forest green, deep red, etc.

    Will it work properly if I use food coloring powder and Fevicol instead of liquid food coloring and Mod Podge?

    Yes, it will. The food coloring powder might require extra mixing to remove clumps and to make a uniform color though. Remember, while food coloring powder might look lighter in the container, they turn very dark and saturated once they are actually dampened and mixed. I would really suggest using Mod Podge though; Fevicol has derivatives of resin (polyvinyl acetate resins), and while they do not melt, they soften with higher temperatures.
