Following the instructions, no, but if on steps 9 and 10, if instead of folding the 2 flaps up, you fold the top flap up and the bottom flap up behind the bird, you should be able to.

What does it mean by "Fold the bottom up to about a two thirds of the way up and fold the paper behind it back"?

You aren't supposed to fold the flap all the way. As you can see from the image, there should be a small space left between the upper flap and the lower flap.
