I presume you mean do talks or presentations on the platform in front of the congregation? If so then no. Jehovah's witnesses are not expected to speak on the platform. However many of them join the theocratic ministry school, to help them with their ministry skills, and this means that they will do very short (no more than 5 minutes) presentations in front of the congregation. More experienced and qualified witnesses will perform longer speeches, which can last anywhere up to an hour.
