How do I stop apps from using data on my iPhone?

Go to Settings, then click on Cellular. Scroll down and you will see toggle switches. To disable certain apps from using data, toggle the switch next to the app you want disable. If the toggle switch is green (or dark gray depending on phone contrast settings) that app is using data.

Go to the "Settings" application on your iPad, and click "Cellular". There will be displayed the amount of "Cellular Data" you have used. Your data will be measured in "bytes" (e.g. 123MB). Depending on how much data you have used, it may measure it in GBs (Gigabytes). MB stands for "Megabytes" and there are 1000 MBs in 1 GB. Unfortunately, the iPad does not display WiFi specific data usage.
