You need to have input the code while you're on the neighborhood view. If you are already in a Sim's house you can enable the cheats, then visit another place or household.

Get your Sim pregnant, enable testingcheats, and shift-click on your pregnant Sim. Select the option saying "DEBUG - Force Twins". (If you have Open For Business or Pets installed, you can just select the pregnant Sim and enter "forcetwins" into the cheat window - no testingcheats needed.)

No. Sims 4 does have testingcheats, but it doesn't have the same options as testingCheatsEnabled in Sims 2, and the code itself is different. (Sims 2 has it written as "boolProp testingCheatsEnabled true", whereas Sims 4 condensed it to "testingcheats true".)

Yes, and you don't need any cheats for it. When you first start up the game, click once on the neighborhood that you want to delete, and click on the trash bin icon. (Don't enter the neighborhood - you can't delete the neighborhood if you're currently in it.)

These don't exist in the game. That being said, you can find custom content online for all of these. In fact, some custom objects are either semi-functional (like strollers you can place toddlers in) or fully functional (like ridable bicycles and working laundry machines)!

How do I turn off boolprop?

Open the cheat window with Control+Shift+C, type in "boolprop testingcheatsenabled false", and hit Enter. The cheat will also turn off if you quit the game, so don't worry about turning it off every time before you quit. (And despite rumors saying otherwise, saving with the cheat active is safe.)
