The eyes should be larger than normal, possibly filled with humongous sparkles from reflected light, and the nose and mouth tiny, almost nonexistent (unless the character is screaming or sneezing, etc.). If this is not helpful, you can look for manga drawing guide books at public libraries: those usually have some chibi options.

    You can think of something that represents that real life person, like his or her nose, hair or anything. You may also imagine what will the made up character look like if it was combined with that real life person. If you drew that made up character then you can also put a trademark of the real life person that you are saying. Or put both of the made-up character and real life person's trademark then invent a new clothing or anything that isn't their trademark.
