If you’re talking about the Atronach Forge, you do not need to be a specific level. You only need the conjuration (magic) skill to get to level 90 to get the quest. The main way to do this is to use conjure spells while in combat out of reach of the enemy.

You can find black soul gems and greater soul gems randomly throughout skyrim. An easy way to get them is by going to tolfdir, and ask him if he needs any help, starting the quest aftershock. Go to the site, and kill the magic anomalies. They will drop filled black and grand soul gems. You can find centurion dynamo cores off the bodies of dwarven centurions, located in dwemer ruins. Void salts can be Looted from Storm Atronachs, they can be very rarely looted from Falmer, and can be bought from alchemist's shops.
