If you want to take the low road, then just throw all your food scraps in the neighbor’s yard so the crows stay there. This way, your neighbor can continue attracting crows to their yard and you can help them keep the crows there. Otherwise, I would suggest just talking to your neighbor in person about why you don't want them to feed the crows.
