My piercer told me to use just soap and water to clean it. And I told him I want a hoop, so he pierced it further down the end and said come back in 2 months? Is that right?

No, that is not correct. Piercings should be cleaned with saltwater or just water. Further on the end? Your piercing probably doesn't look right and never will, hoop or bar. Go back and ask for a refund because that is dodgy behaviour.
