Sadly, no. The Bedrock Edition of Minecraft does not allow you to make capes without going to Minecon or buying a skin pack with them. However, with the new Character Creator, if you redeemed your Minecon Live Founders Cape, you can place it on your skins. Microsoft/Mojang may release future capes for the Bedrock Edition Character Creator.
