One can be captured after you beat the elite four. Your mom will ask what color the legendary Pokemon was on TV. If you say red, it becomes Latias; if blue, it becomes Latios. The other can only be acquired through the use of a special item granted through an event known as the Eon Ticket. If you're using an emulator, cheat codes can also allow you access to the Eon Ticket and other Lati that you didn't get.

Yes, it is necessary to have them. If you haven't already beat the trainers on the way to Sealed Chamber, you can instead have a different slot setup and change them later inside Sealed Chamber. It does not matter whether you change the slots inside Sealed Chamber or beforehand, you just need to read the braille and then have Wailord in the first slot and Relicanth in the last slot. If you find it hard to capture these Pokemon, there are guides provided in WikiHow on how to catch/get them.
