When it is fully healed. Even then, if you keep the piercing out for long enough, it eventually closes. After you've had it for a year, you should be able to leave it out for a few days without worrying about it closing up.

I want to pierce my middle bottom lip without anyone seeing or knowing, and I have braces. How do I do it?

You won't be able to hide it. When you go in to have your braces tightened, there is no way the doctor won't see a new piercing, and with the frequent x-rays, you will have to remove the piercing regardless.
