    After a certain point we all lose the will to keep putting in the effort if we get none in return. Don't feel bad to stop putting in any effort. This is what these things eventually lead to. You can still be polite, obviously; especially seeing as you're family. Just say "Hi, how are you", but nothing else after that. However, there's a different strategy available to you as well. What if the other person never puts in any effort because you do so every time? Stop doing it, maybe the family member will notice the loss and be spurred into action? If not, well, good riddance.

    This too will pass. It was acute when it happened, and after time it will fade away. If your friend meant it as a joke and is genuinely sorry, then you can keep being friends. But if it was meant to hurt you, that's not a very good friend. As a result of this, the friendship is weakened, and it might even wither and die. No retaliation is required, it simply may have cost the person your friendship.

It would still fall under ignoring the person, and it's better than cold, hard silence.
