    It is extremely difficult to prevent beans from falling out when attempting to sew a bean bag shut. Better-quality fabrics like canvas or vinyl are relatively stiff, and the beans would spill out while you are trying to sew it shut. In addition, if the outer layer becomes damaged (such as by seam separation), the inner bag stops everything falling out and making a mess.
