If it is for a neighborhood, or a home owner association area, then you should contact your HOA commissioners. If it is a neighborhood with no HOA, then don't worry about a permit.

    Try to put the themes (e.g. Christmas, toys, etc.) together. Try giving the marching band matching uniforms (if not already purchased) and put balloons near the back and the more exciting characters (e.g. Santa, Easter bunny) in the back as well.
