Yes, but only when it is your turn. When it is your turn to play you may lay down any card that continues any run on the table. You may not discard any card that can be played. If you accidentally discard a "play" card, the player who spots it first and declares "rummy" may pick it up, but only if the next player has not yet drawn a card. You may not retrieve what you have just discarded. You may not go out on a card that can be played. You are "floating" and must wait until your turn comes around again, then if the card you draw cannot be played, you can discard and go out.
