If you are just running a small, local club, you shouldn't need to register with the state. If you start hosting events and bringing in money in one way or another, that's where you probably need to become either a non-profit or a small business.

I want to make a new name for my club, how can I know if other car clubs have the same name?

You can search online and see if you get any hits on the name you want. If you don't find something online, you are probably safe to use the name. If the club is not officially registered anywhere, there's no way for you to know if they are using the name already.
