If you would like to see whether it is really on or off and, use another solution rather than the one provided. On the YouTube homepage, select your profile icon in the top right corner. Then, select 'settings'. Last, scroll down to the bottom of the page and you should see 'Restricted mode' it would then show you whether it is on or off. You should also be able to turn it on or off. If not, this must mean it is locked.
