Gel liners are better for beginners because they have a creamy texture that doesn't stick as a pencil eyeliner would. You can easily create subtle looks and play with different colors.

There are a few brands that make gel liners designed to be used on the waterline, and those are safe. With these exceptions, it's not a good idea and could irritate your eyes.

Gel eyeliner and liquid eyeliner have very different consistencies, depending on the product itself. Liquid eyeliner usually has the applicator inside of it, so it's great if you're on the go. With cream or gel eyeliners, you'll probably have to use a separate brush.

It depends on which liner you're using. If you're using a gel liner in a pot, it won't really transfer to the waterline. If you're using a gel liner in a squeeze tube, it'll work, but you have to keep your eyes open for a minute or so to let it dry and then set it with black eye shadow.

Use a good-quality eyeliner gel for starters. Applying primer, concealer, face powder will also help. Once you've applied the eye liner, sealing it with setting powder or setting spray will help it last longer.
