We have a windmill that is still up and working, can this be used to mount a turbine on?

Is it an old "Aeromotor" type, for pumping water? If so, it translates wind power into a "reciprocating" motion, through a gearbox not suited for generating electricity. You want rotary motion, with the least complicated coupling between the rotor and the generator. Pump water with it.

Even if your area normally has calm weather, storms can create powerful gusts. If your turbine is made from cheap, low quality materials, this could result in damage to your home, property, neighbors' property, and can even cause harm/death to yourself, your family, and your neighbors.
