No. It still has the same encounter rate, no matter which items or abilities you use. Abilities Arena Trap, Swarm, and Illuminate (in the front of your party) increase the chances of encountering any wild Pokémon, which may make your search faster. (There are also other abilities that do this, if you want to look them up separately). Abilities Keen Eye and Intimidate, however, lower the chances of encountering any Pokémon that is 5+ levels less than the Pokémon with the ability. If your Pokémon with Keen Eye or Intimidate is higher than level 23, you may not want it in the front of your party, or an Eevee will be unlikely to spawn.
