It seems like you'll need to do a fresh install of an operating system on your PC. Ask a friend to let you use their computer in order to make a bootable USB drive (Plenty of guides on YouTube) with the OS that you want, plug it into your PC, and install the OS from there. For PCs that don't like USB installations (such as some older laptops) you can do the same on one or more CDs.
