Conventionally you match the tie with the pants or trousers, the very traditional combination being black pants, white shirt, black tie. A white neck tie against a white shirt would look strange. You don't have to match at all; you can wear a pair of navy pants, a light blue shirt and a red tie, for example. Ties are one of the few parts of business dress where you can show a little style and flair, so go with what you think works.
